Personnel Committee Minutes 08/02/07

Meeting was opened at 0805.  

MINUTES of the meeting on 26 July, 2007 were approved with revisions, and with Stephen abstaining.  

Susan reported that she had attended the Joint Board of Selectmen and Summer Residents meeting on behalf of the Personnel Board.   She commented that the summer residents feel that as taxpayers without any voice they do need to have some representation.   They want to be heard and they feel that they have valuable things to say;  further they express considerable interest in what goes on in town.  She observed that they are a very important constituency and Richard’s elicited from Polly the guestimate that they pay about 70% of the tax revenues of the Town.

BYLAW REVISION:

Stephen and Susan explained the genesis of Max’s draft for the initial section of the bylaw;  it is to effect a subtle change out of “line operations into a consultative role.”

Richard:  This is consistent with previous thinking however he has made several tweaks and alterations to Max’s draft.  The points of our bylaw should touch on a number of different aspects but don’t necessarily need a lot of detail.

Susan questioned whether, as we redraft the bylaw, we should be considering a companion piece which fleshes out and supplements the bylaw.  It would contain policies and procedures for implementation of the bylaw and thus complement the legal document.

Richard:   After redrafting we may find some parts which need more information…the administrative guidelines have been moved and voted.


Stephen:   We need to define and separate with a clear distinction between what is in the items that need to be in the operational bylaw voted on by the Town, and an implementation policy manual which does not need to be approved, and which should be a separate document.

Tim:   Everything flows from the bylaw;  the bylaw IS the law and from that all polices are derived.   Certain things do need to be included such as performance appraisals and resolution of employee disputes and questions  but the actual implementation and administration of those functions is governed by policy.

The Board then addressed the revisions from Max and Richard for 1.4.1 – 1.4.3 with the Board making several further revisions, adding some language and rearranging the sequence.
